Some pretentious people refer to their résumé as a CV.

basically, yes. A resume might include other personal items about the applicant, whereas the CV won't.

Yes, resume is just the american word for it in my understanding of things.

It is exactly the same - curriculum vitae - or resume. Same thing, different wording.
