for example i know 3,000,000 is 0.03% in a calculator but iam not sure what 1,500,000 is

1,500,000 as a decimal is: 1,500,000∙0

If 3,000,000 = 0∙03% then;
3,000,000 = 0∙03% (÷ 3,000,000)
1 = 0∙000, 000, 01% (x 1,500,000)
1,500,000 = 0∙015%

What on Earth are you talking about? .03% is 3/10000, not three million.

If you have some weird calculator that encodes three million as three-one-hundredths of a percent, I would guess one and a half million is .015% -- half as much.

But, on most scientific calculators, there is a 10^x (that's ten superscript x) which you can press; 3 [10^x] 6 is 3,000,000.
