if you were to draw a 10 yard/metre circle around the penalty spot the 'D' would be the part that you see outside the box.
it's purpose as others have said is to make sure everyone except the penalty taker is at least 10 yards/metres from the ball.

That is to enforce the encroachment of the 10 yards. On all free kicks, the opposing team must retire 10 yards. In some cases of free kicks, you do not have to retire 10 yards because of the location of the kick would not allow the opposing team a full 10 yards. For example a free kick given to a team after the goalkeeper handled the ball within his/her own goal area after receiving it directly from a throw in from his/her teammate.
A foul on the line of the penalty area would result in a penalty shot, since all lines are a part of what they border. But a foul on or in the ) area of the D would be a free kick from the spot where the foul took place.

It is the area closest to the goals where when a player has an oppertunity to score and is fouled, get's a penalty, which is a clear sight of goal. Penalties are played at the end of a stale mate, but in my personal opinion, I would kick them out as they are not the reflection of a teams performace and are smothered in luck, such as in the case of the Arg-Ger game, where Argentina dominated but lost on penalties, which in my opinion was very unfair.

A penalty is when the football player has to kick the foot ball ten yards from the line so I guess that's what a penalty is.
