The hot water is coming from a pressurized hot water heater, presumably inside your home. The cold water is either not pressurized close to your house ( community pump too far away ) or there is a leak somewhere.

Find where the cold water line comes into the house and make sure it is open all the way. You can also go the the hot water heater and do the same thing. If your hot water is very hot try turning down the thermostat and that may divert some of the water back to the cold line.
Good luck

You have a hot water tank adding pressure (weight of the water in the tank) to increase the hot water flow.

First, be sure you don't have a leak to the line (check under the house), if OK....

Is it a well? If it is, you can do two things.

1) You can do the same thing as the hot water heater, add a holding tank to the incoming water.

2) (what I would do) Talk to a well pumping vendor and increase the size pump for added pressure.

If it's city supplied, talk to your municipal water company to see if they can help you (maybe your water line is too big coming to your house and the force is low when it gets to your house).
