A restrictor plate will help however you will lose power. One of the biggest problems with cars of that age is they where more fuel efficient then the v6 V8 cars but not nearly as good as what we have today. They are heavy cars and that always consumes lots of fuel. Something you can do is to add a pedal stop. this keeps you from matting the throttle(Full Throttle). A smooth start out speed is best for fuel economy. Avoid Quick starts and when you start to come up on lights release the pedal a ways back from the light and roll to a stop. The more you stay moving the less the motor has to work to get you back up to speed. Another thing you can do to help your mileage is to improve air flow in to the motor. The more air you can get in there the better the car will run. Maintaine the motor as best you can with tune ups, oil changes and check your tire pressure. Low tires create more drag forcing the motor to work harder to move the car. the other option is to check and see if there is a fuel injection convertion kit for it. if not you can most likely fabricate one. Let me know if you would like more information or if these things help

How much fuel do you consume? What's more I am worried about the fuel consummation - is that legal?

If you found something that could do that you'd have Bill Gates for a towel boy.
