It means the ball is no longer in play. the person could have been down or an incomplete pass ect.

This means that if a fumble happend but it was blown a dead ball that means it wasn't a fumble after all

As in "dead ball" foul? This would mean that the foul occured before the play started (false start, delay of game).

Similarly, "the play was 'dead', so the touchdown did not count".
