I'm looking for a specific boardgame, Railroad Tycoon. I tried buying it online, but the seller never sent it to me. And the shipping from individual sellers on Amazon and ebay are exorbitant. Any help would be appreciated.

It looks like this game is out of print. I see that Funagain Games (online -- see link below) appears to have it in stock.
In terms of stores in Los Angeles, try the second link below. (It's a good site, but it appears to be loading a bit slowly today.) At that page, you can put your ZIP Code in the upper right to get a more exact match. In the search results, click on a store name to get its phone number. I would recommend calling ahead, as I think some stores may not have this game in stock.
