My guess would be that the punishment would be not being allowed to vote. As for what law, its hard to say since you don't specify what state you are in.

I dont know what the law is but i can't understand why people dont want to fill them in, surelly people must understand that by filling in the forms they retain the right to vote and therefore have the oppertunity to vote for the people who have the same views as themselves instead of moaning about the party or person that is in power partly because they have'nt bothered to vote themslves .

The Representation of the People Act requires the "householder" to fill in the form and return it. In theory, if you refused, you could be sent to prison until you agreed to comply. With the present state of our prisons and probabation service, you'd probably just get a strongly worded e-mail from the returning officer.

Representation of the Peoples Regulations.
If you don't fill it in the legal sanctions is a fine on conviction of up to £1000.
It is also handy to fill in if you are one of those crazy people that like to be up to their eyeballs in debt, as lenders check the registration (usually via your credit record) to see that you live where you say you do.
