In 1939 FDR set the next-to-last Thursday in November as the official day to celebrate Thanksgiving. Doing this gave an extra week to the period before Christmas, and would hopefully increase profits and spending.

The short answer: because that's when congress decided it should be.

The short version of the long answer:
Lincoln put it on the last Thursday of November.

FDR moved it to the second-to-last Thursday.

A compromise between FDR and the congress of his day moved it to the fourth Thursday - primarily based on how long stores should have before Christmas to advertise their goods .

The week was chosen because most harvesting was completed. The day, not sure. Glad it is a Thursday so we actually have a holiday! Watch Big Business try to move it to Sat. so they don't have to pay you and can get rid of another holiday!

If they gave it the same date every year, it wouldn't always fall on a Thursday and the grocery stores might loose a day of sales. lol
