It depends on which historical period.
The original Ku Klux Klan was formed after the Civil War and was powerful during the early years of Reconstruction throughout the defeated Confederate states. It was founded in Tennessee. It began to die down around 1872. In North Carolina, the feds managed to make extensive arrests. In the rest of the South, it was often replaced by illegal paramilitary organizations that appeared openly, without masks.
But the Second Ku Klux Klan, inspired by the movie BIRTH OF A NATION, was actually stronger in the mid-west and the Pacific Northwest than it was in the South. The Klan of the 1920s and 30s was particularly strong in Indiana. The South did have extensive Klan activity in this period. The 1930s Klan, however, was non only anti-black but anti-Catholic and anti-immigrant too.
The third Klan era, from the 1950s on, was a reaction to the Civil Rights Movement and Brown v Brown. At this time the Klan was a largely southern phenomenon, once again strongest in the states of the failed Confederacy, and strongest of all in Mississippi.

I could not find a direct answer, I have this:
It was organized at Pulaski, Tenn., in May, 1866
The second time in 1915 by William J. Simmons, but the Klan nevertheless controlled politics in many communities and in 1922, 1924, and 1926 elected many state officials and a number of Congressmen. Texas, Oklahoma, Indiana, Oregon, and Maine were particularly under its influence.
