Depends on what you mean by "help"
If your talking about a hand-out - The liberal

If your talking about targeted tax breaks - the moderate

If you talking about less government hoops to jump through, less taxes, more jobs and opportunities for advancements - the conservative

A liberal. Why? A moderate will do whatever he/she thinks will win them the election, and a conservative feels that charities and individuals should help the poor, not the government. A liberal knows that by handing out welfare it keeps poor people content instead of really helping them, you know the old saying "give a man a fish and you feed him for a day, teach a man to fish and you feed him for a life time?" The liberals would rather give than teach.
