License board quick explaination.
To use armors, weapons and the such - you open them up on the lower left hand of the license board(accessories on the top right). So say, you want Vaan to use a leather shield, you 'purchase' the Light Armor 1 (leather shield) license on the board. Now he can use the leather shield.
To use magicks - you open the required license on the board PLUS you have to either buy or find the required magick. So say you want Ashe to to learn Fire. Open black magick 1 on the license board, then buy Fire from the shop keeper. Now anyone who has black magick 1 purchased can use use fire.
The same goes for techniques.
Quickenings are purchased from the license board too, and require a full mana bar to start a chain. As you get further into the game and you'll start to understand things as you earn them. But remember each person can only learn 3 quickenings.

Whoever said they are 35 minutes into the game, and lvl 30 with everyone is lying so badly that it can't be believed -
I'm close to 40 hours in, 2 espers, and average party level 30 (some are 25, some are 35) - but I've taken my time. When I want to powerlevel, I do it seriously, but you'd have to be at least 10-15 hours into the game, STRICTLY leveling, and still within the waaaaay beginning of the game (after gaining control of Vaan, after completing the bit with Penelo, but BEFORE gaining any permanent party members) before you could do that.....
Best peice of advise - do NOT worry that much about licences - seriously. If you are, take a few runs through a desert or two, kill everything in sight, and then check your points - lo and behold, you can move nearly anywhere you want to - some stronger or rarer enemies give 2+ lp per kill, but normal ones give 1 lp per kill, and are found in abundance.
Later in the game, you can get the golden armlet (I think that's what it is) which will grant you double LP. Sweet!
As far as espers are concerned, only a few (maybe 4 or 5?) are required for the STORYLINE, the rest are optional - I'd recommend

One piece of advice I have - while Quickenings are great, and can completely wipe out some bosses in a few hits, they are NOT always essential - mana can be much more usefull, and unless you are really lucky with the hits from your quickenings, sometimes the only way to really defeat a boss is to use common sense and strategy - not an easy alternative. :) Espers are fun, but, like quickenings, mostly non-essential - just something pretty and totally kick *** to have in case of emergencies.

im 35 mins into the game(game time) lvl 30 all characters, 2 espers, lots of licensce points already used of course.if you are confused with the the board well what i did was save as much of the points as you can then save it and start spending them to see where it takes if you don't like it reload and try again until you are happy. i didn't use any until is was lvl 12.

There are Espers in the game but each Esper belongs to one character only and only he/she can use it (using his/her quickening magic).
