I had to replace all breakers in my home plus new meter box due to breakers arcing. could it have blown the heating element?

The answer to your question is yes it could have tripped the internal breaker. the breaker is located in the top access panel on the side of the hot water heater.there is only one screw holding the panel on. when you remove the panel just flip up the piece of insulation and there will be a red reset button in the middle of the thermostat. when you push this you should here a click that lets you know it is reset. if you dont hear it click it might not have been tripped. then just flip down the insulation and replace the panel and screw. It is not common for either of the two heating elements to burn out do to voltage spikes. If the reset doesn t work it is most likely a bad thermostat. good luck !!!

There are two heating elements, one at the bottom and one at the top. There is also a red reset botton that you may need to press. If you do replace the elementsbesure to rake out the scale at the bottom of you heater with a coat hanger that has been bent or something like that. You can also check with a meter to see if you have current at the heater.

It could be, or there could be an auxiliary fuse on the line going into the heater that's been blown. I would definitely call the professionals on that one.
