If you referred to the physic and sexual stuff, then it only needs the sexual development. It starts during the adolescence and stops around 20 years. Hair, voice and sex just is the first signs of that!
On the contrary, if you referred to the maturity and reliability that a man can achieve, well, about that there is no age, time or propitious occasion. Generally old age is linked with those characteristics, but someone at 30 could even be more mature and serious than a fifty-year-old person!!

A girl doesn't become a woman simply because she has her period.
Would you consider a 9-12 year old a woman? No.
Same with a boy....ejaculating (around 11) and growing pubic hair do not make you a man.
Neither does turning 18, in my opinion.
A boy becomes a man when he starts to take responsibility for himself and his own actions. Getting a job. Supporting himself. Being accountable for the things he says and does. When they stop whining to mommy about this or that.
Same for a girl becoming a woman.

For girls, the onset of puberty, or the first menstruation. It's called menarche.
For boys, the onset of puberty, or becoming a man, is marked by the first ejaculation. This is called spermarche.

nope there are no milestone or anything like that...he starts masturbating and is intrigued by sexuality...he hasn't become a man yet...when he becomes more mature and starts to think more serious problems other than sex then you can call him a MAN!!!

when he starts to get hard-ons & ejaculate & grow pubic hair & his dick and balls grow bigger. This is what becoming a man really means. Nothing more - nothing less. anything else is society's hype. This is his milestone.

No, there isnt, boys go through puberty but it does not make them a man. It makes them an adolescent.

it has nothing to do with penis size,looks,or how tall you are and it has nothing to do about your vagina,looks,or how tall you are also.its about how you think,i mean you can be a man (or a woman)at 16 or a kid at 40.it has how you think,what makes you a man or a woman.
