One guy claims to have extrapolated Kerry's and Bush's IQs from their navy entrance exams and SAT scores - you can get a nice guesstimate from these, but it's not having the WAIS score in front of you. If this guy is accurate, he estimated Bush's IQ around 125 and Kerry's around 120.
If this is accurate, then they both have comparable IQs.
An IQ score is based on the WAIS - Weschler Adult Intelligence Scale. There is a standard deviation of 15 points, with 100 being the median. This means that most of the population will score between 86 and 114 - these are "average" scores. Bush and Kerry (provided the extrapolation is accurate) both scored 1 standard deviation above the median, which puts them both in the "above average" category but not genius-level intelligence - 2 to 3 standard deviations above the median.
