It's one of those very thick knitted and colourful jumpers that reach down to your thighs to cover your bum (and keep it warm). Make sure the colours are very bright and cheeful! You can wear it with really thick footless tights and skirt. Wear another pair of tights under your footless tights though!

they look great casual or smart. Next has some lovely fluffy angora pink ones. They just suit everyone and they keep the chill out.
