Michael Henry Denness was the England Captain born in Bellshill, North Lanarkshire, Scotland.

He had played for for Scotland, Kent, Essex and England. He later became an ICC match referee.

Denness was a Wisden Cricketer of the Year in 1975.

Denness captained England on 19 occasions, winning 6, losing 5 and drawing 8.

If you mean which England captain was BORN in Bellshill in Scotland, then that's Mike Denness who captained England 19
times in the mid 1970s.
