What does it cost to have ads designed for Magazines outdoor and newspapers? And thats just for the designing of an ad?

That depends on the designer. If you were to ask your neighbor's high school aged daughter to design something for you, you could probably pay about or less than $25/hour for her services.

If you were to contact a large advertising agency out of New York, San Francisco or Dallas, you can expect to pay much, much more.

There are a lot of factors to consider. The complexity of the ad, images used, whether it will be an ongoing project, etc. All of these determine of much an artist or designer would charge. And I am speaking of a graphic designer trained in the field. One with a degree in design or related field. Not your self taught page layout artist. I have been in graphic design for only a few years but could tell you that a designer will charge anywhere from $30 to $100 an hour and sometimes more for design work.

Ask around, and study freelance rates as well as small creative house rates to see what you can afford to do.

That really depends on the quality and experience of the person or group doing the ad.
It can range from a couple hundred bucks to tens of thousands.
A fair price however is between $1,500 and $5,000 depending on details.
