just tell him to face his fears. how can something happen if he doesn't take the first step. tell him to be brave, people that are brave turn out winning. if things dont work out its for the best but hofully he tells her and hopefully she says yes.GOOD LUCK.

people who are coward and cannot manage things should not love.
i am coward that's why i never went to its influence. but it is great to love and even more great to be loved. ask your friend to raise a question. we are outsiders what ever we tell that wont match the situation that your friend face. be brave be honest be patient then tell him to propose and if she rejects tell him not be disappointed. hope she agree for his proposal god bless them and both of them would live happily. god bless them

If she loves her but doesn't tell her, how the hell is he going to know if she reciprocates his feelings or not. Tell him not to be wimp but boldly propose to her. It might go either way. But then that's how life is.
