My grandmother used to save the lids to cans after she opened them. She would then poke a hole in the and hang them in her fig tree to keep the birds from eating her figs. Maybe this will help you...hang some lids on your balcony. The wind catches them and keeps them moving and they are scared of the shine also.

Many bigger hardware stores sell these strips that look like giant pipe cleaners (the things used for kid's arts & crafts projects & cleaning smoker's pipes)) that can be put on ledges, railings, etc. The birds can't grip the edge & so do not land there.

They sell spikes that you can put on your railing that are white and plastic. They're not harmful, they just discourage birds from landing and or making a nest. I work for a retail company and thats what we use in our letters. Also when I was in school, my school used the same things.
