Urban legend, and certainly today utterly false.
The antivirus companies have a sort of pact never to create offensive code to prevent this from happening. They go so far as to try to have e.g. consumer reports obey that pact as well.
In fact the antivirus companies have a really hard time keeping up with what the bad guys produce, as it's easier for the bad guys to make a variation that avoids the signatures than for the antivirus community to find a signature for that new variant that does not generate false positives on other software.

It is not completely true in every cases. It is althogh true that there are some people who make this mischevious programs and spread them over the net. They then one sort of blackmail all the PC users all over the world. They dont only develop the programs but also know how to destroy or remove or disable it from a computer system. The sale this methods to the Anti-virus software developer companies in exchange of large sum of money. We then buy the antivirus softwares wishing to get rid of virusses. Although, many virusses are made by IT students or experts who try to prove or show their expertise. Though this practice must be discouraged in order to have a virus free world of computers.

No, its just a rumour put about by people who don't want to pay for anti virus software.
Many companies give away free versions of their software for home users to make the internet safer.
When virus writers are caught they generally turn out to be teenagers. They do it for kicks and a feeling of power.

No I don't believe that for a moment.
It's a bit like asking if people who manufacture / sell airbags and seat belts for cars go around cutting your brake lines.
I'm sure that they will use the threat posed by such Viruses to market their product but never go as far as making viruses.
(They are way too easy to trace these days)

Not if they want to stay in business, viruses tend to be made and distributed by Geeks and A&& Holes. If they directed theur tallents in other directions they could be making a lot of money.
