The pokedex say where, I'm looking and I used all my rods. is there a certain spot or a certain rod? I'v spent hours and it wont come up!

try doing this
1-fly 2 dewford and talk 2 the guy behind the pokemon center when he ask u if the phase is the biggest thing say no and then change the trendy saying if he doesn't like the saying u gave him
keep trying until he agrees with your trendy saying then fly off 2 go catch feebas try using the old rod or good rod the super rod doesn't really catch feebas i know this because i tried it.

They're very rare. Also they are restricted to only a few spots up and down the river, unfortunately these spots are assigned to each player when they start the game and the locations are related to your trainer ID. I'm afraid I can't be of help with the precise locations I've only ever found one myself and that was by chance before I got the guide. Just keep looking and try different spots. Good Luck!
