Your brother may have a slight case of hand eczema, this is a skin condition where the hands become red, chapped, scaling and can even have small painful vesicles (blisters) and cracks. It can be triggered from hand soaps, detergents and chemicals (many types). Dehydration of the skin and/or allergic reactions can set hand eczema in motion.

Eucerin, Cetaphil, Aquaphor, SBR Lipocream, Neutrogena Hand Cream, Ureacin and DML are all creams that can help prevent the cracking of his hands.

If cracking occurs, a steroid cream may help but should not be used daily because it can thin the skin, steroid creams should also be used before any bleeding occurs. Hydrocortisone 1% and Pramoxine 1% (Prax Lotion) are topical steroids available over the counter. Hope this helps.

I think a hot paraffin treatment on his hands, followed by a very rich emollient cream like Eucerin's Aquafor rubbed in liberally and thick would help. (I know, I know, going to a manicurist to have a paraffin treatment is not very "manly", however cheap wax kits can be found at your local Wal-Mart/Target) Have him wear old socks on his hands to bed after he puts on the Eucerin to lock in moisture overnight.

make sure he wears gloves while he is outside that protects his hands from harsh and dry winds
make sure he moisturizes regularly after he has washed his hands or had a shower, as hot water can dry out the skin but make sure he also moisturizes regularly too - i would suggest using aloe hand cream as it is natural and he may be having a reaction to the cold because of sensitive skin

Lotion, some that really moisturizes and maybe has some medication in it. He will need to use it regularly. They crack and bleed because they r dry.

I love Eucerin cream. It's wonderful. It's a bit pricier than, say Vaseline, but well worth it.
