You'll want to start with some simple tutorials on php and mysql. Once you're used to it, more familiar, then you can tackle larger tasks. Once you want to attempt the membership system. Check out this tutorial below.

Program it in PHP. PEAR helps.
You should be ready to go in a year or so, if you're good at picking up languages and you have a good reference book........ building login systems is more complex than it seems.
I recommend "Core Web Application Development with PHP and MySQL" by Mark Wandschneider.

from how you sounded, you don't seem to understand at all. Now, you would either need to code your own login system or google a PHP login code, there are many that are offered for free usage.
I'd recommend for you to code it yourself, but if you want a quick and dirty solution, googling the code is a way to go.
