Billy Bragg
Dick Gaughan is great too but he's Scottish not UK-ish
Leon Rosselson doesn't have the best voice but he writes great songs.
Attila the Stockbroker is excellent too but not strictly folk.

Check out Katherine Williams. She has been out for a few years now and has had critically acclaimed albums but never a hit single.

Unfortunately he is no longer with us, but I'd say Martyn Bennett. http://www.martynbennett.com/
