You can't. Taking economics as an example, it transpires that nobody can predict the future as people do not react or behave in a quantifiable way. As economics has a very good motivator (money) for analysing the future, you would think that they could do so by now if it was at all possible. Ask any economist and they will tell you that people's behaviour cannot be second guessed. Don't even bother trying, it is a lost cause.

You make those kinds of decisions all the time; you predict whether the person next to you is safe or not, whether you can cross the road or wait, so short term prediction is something we all do.
Longer term prediction isn't foolproof because you're not in control of what everyone else does, but security companies make these kinds of judgements all the time to protect their clients.
The more information you have the more accurate your predictions can be. If you want an insight into how its done look out for a book called 'The Gift of Fear' by Gavin de Becker.
There's a sort of point system they use to figure out how likely an event is, but everyone else is right it seems like a lot of hassle! But interesting to read about anyway.

You would have to analyze all the constants and variables involved in past events and apply them to the future. Variables could be people, animals or weather. Constants would be the density of water, the passing of time, etc. It really is more trouble than it's worth.
