I find that using a stern voice and not yelling, while spanking is the best . Repeat the reason you are spanking them and inquire if they think they will be repeating the offence they did ever again. If the reason you are spanking them is for something they have done before, make sure you spank harder and in a still stern voice tell them that seeing the last time they were disciplined did not sink into thier brain, this one will be in the brain forever.

Depends who they are, why you're spanking them, what your relationship is to them. And personally I don't go for shouting, I always find a good stern telling-off, spoken calmly but firmly, works best.
Stuff along these lines usually has a pretty good effect: "OK, young lady, I warned you. I told you what happens to naughty girls, didn't I?
