Officially its the Winter Solstice - shortest day of the year.

This year it falls on the 22nd December, however it changes based on the insertion of a leap year.

IE -

12/22/06, 12/22/07, 12/21/08, 12/21/09, 12/21/10, 12/22/11, 12/21/12, 12/21/13

Winter solstice is on December 22 this year. It's usually either on the 21st or the 22nd, depending on year.
