Well, kind of. Stretching isn't going to strengthen your muscles. It will however keep you loose, and in being loose it will help keep you from injuring your muscles and allow you to perform at a higher level without the risk of injury. Stretching will let you use your muscles to their fullest extent, rather than be limited by their tightness.

Streches can help no matter what anybody might say, if you strecth a lot every day it is a fact that your flexibility will improve and usually your vertical will improve with it. Do the toe touch, the quad(flamingo), the hamstring(lay down and pull your leg up while keeping your leg straight), the groin(butterfly), and the calf stretch(push up position, one foot stretching other legs calf). I've also heard that if you do a hip flexor stretch it will temporarily improve jump. I don't know if it would last though. Some people say that doing static stretches like these will not help your vertical, but that is only for like right after the strecth. They create flexibility and flexibility increases jump. That's my theory anyway. I always feel like I can jump higher after I do these so I hope you will to.

Yes it does, but you really have to stretch for 20 minutes or so before every game. That is very important.
