i have been asked to write a proposal for website development, but have never done this before, what does it involve and what should i put in there ?

1) Specify the estimated hours necessary to complete the project.
2) Specify the estimated start date and completion date.
3) Specify how much you are charging for the projects.
4) Specify the payment method.
5) Specify the specifics in this project. Depending on how complex this project is, you may want to break it down by stages and/or by pages.
6) Specify what you will need from the clients (if they need to provide you with any information in order to complete the project). For example, if your client were a commercial loan lender, you may want to get the formula to calculate the loan amount (which may include the interest rate, the year to pay it off, ...etc.) from your client.

website development as in building a website?

you need to incude what specific services you will provide (building, servicing, upgrading, etc.....and in what time frame)
you should give an example.
who will be the "server" for this website (third party contracting?)
you should give a cost analysis (break down of fees and what they cover)
you should also include specifics of what IS NOT included (what would be considered "extra" if added in later and incures its own fees)

start by learning how to write a proposal

you got a ton of work ahead of you, so you had better get busy
