There is a procedure to follow.
first what is it for?? After you answer this question then you can continue by defining your marketing strategy in written form.
Then contact the company the makes it and set up an appointment with their marketers ( some companies employ outside marketing agents you will need to find this out) then you have to sell your idea (keep good records of your ideas and the people you talk to-- some people will steal your idea and use it as there own - so always cover your assets so to speak) Before you set up an appointment to have your idea heard, you should do some research on how to present your idea to the marketers. Is it for a company or product that's already out there? Chances are nobody will hear you. If it's for new product, launch it!
