It's the guy who played Fiona's copper boyfriend in Corrie. His name is Glenn Hugill. He is also the series producer.

it hasn't been confirmed, but the most popular theory is that it is executive producer Glenn Hugill (he was also in Coronation Street, playing policeman Alan McKenna). Offers made by The Banker are believed to calculated by him and two executive producers Richard Osman and Richard Hague, but he apparantly has the final decision on the offer.

I read somewhere that he is the bloke who used to play the character of Fiona Middleton's policeman fiance (on Coronation Street) a few years ago, he jilted her at the altar after finding out sh had slept with Jim McDonald. It must be true, who could make a story up like that!

Its almost certainly one of the production team talking on the phone and my guess is that the offers are decided on by a committee of production people.
