You will have to go to the supervisor of elections office where you are now living & change the status, they will also give you a precinct number where you will vote. And yes you have to be registered to vote!!!

Then you should've registered for an absentee ballot, either that or return to the county were you're registered. However, in answer to your original question, yes, you do have to be registered to vote. This helps cut down on voter fraud, where in the early days large groups of people would vote at multiple precincts to sway the results of elections.
