I received a parking ticket from the city of Ann Arbor, MI. I paid the ticket on time. However when i viewed the check online after it cleared my bank, the city changed the amount of the check. They had written over my numbers to change the amount the check was for!!! This was the city government doing this!!

The amount of change is rather minimal, but I still feel like this action is illegal. Can someone out there with legal experience offer some advice. Should I file a complaint?

If the adulteration amounts to fining you what you owed, what is the point in challenging it?
You should first contact your bank and find out why the bank accepted an altered check, if you were forced to pay too much.

Contact the Department of Banking Fraud. I'm pretty sure they would be interesting in hearing about this. It's not about the fact that it wasn't a big difference, its about the fact that they actually changed the amount that you put. What if you didn't have the funds? It is fraud. And if they won't help. Call your news station and tell them.

Go to your local State or Prosecuting Attorney and advise him/her what happened.

If they changed your check without your permission to do so -This is forgery and it is a crime!

It will be up to the State or Prosecuting Attorney to determine whether or not this particular case is really worth dealing with.

And since you say the difference is rather minimal - it probably would not be worth it to file a "Small Claims" case against the City.

You could also pursue this through your bank. Let them know what happened and ask what you need to do and if they can help.
