I think you have to have a certain (very large) sum of cash and then you can enter on an entrepreneurs visa.

And even then, I think you have to be from certain countries.

It's very difficult to move there. The more money you have the better. Often buying a franchise is the easiest way for people to immigrate, not sure how it works if you want to set up a business as opposed to just buying one.
