Learning of organization without any objective is next to impossible, it is a conglomerate of many systems.

In technical terms, "fuzzy" means inexact or based on non-measurable information. So, for example, "fuzzy logic" takes into account data other than quantifiable numbers.
In sociological terms, "fuzzy" is shorthand for "warm and fuzzy" which relates to making people feel good about themselves. (Based on a book from the 1970s on human relations and the giving of "warm fuzzies" versus "cold pricklies.")
Without knowing which of these definitions the writer means, it is difficult to evaluate the description, other than to say the learning organization bases its methods on techniques and results that aren't always quantifiable or measurable.
