This is supposed to be the toy to get this season.
My daughter had every one of these Elmo's when they came out and she just loved them. I would probably get her this if she were still small. I don't know how much you're willing to spend, but Elmo's always a good investment for a small child.
If not, you can always get a giftcard and put it in one of those stuffed animal giftcard holders. That's always good to get too. :)

Get her a small cake and take some pictures...You may also get her a Elmo doll, so she can hug and kiss on it....

give the mom a gift certificate so she can get something that she wanted for her baby that didn't get at the party. (That's what I did)
