Make sure you didn't knock anything loose while changing the filter

You may not have turned the water all the way. Those tap line valves are sometimes hard to turn on. The opening on these is only like a big pin hole, you may have a piece of scale blocking the hole.

Did you accidentally shut it off while changing the filter? That or possibly you don't have the filter installed properly.

You May Have Installed new filter backwards or forgot to turn water back on.
