The capitol of California is in Sacramento and it is a beautiful dome building right downtown. The old governor's mansion is nearby.
The city of Sacramento is very nice with easy access to the coast and to the mountains for day trips. There is no I-99 in California. There is state hwy 99 which has largely been side steeped by I-5 which also goes through Sacramento. In the summer, Sacramento gets a cooling coastal breeze which is uncommon in the rest of the valley.

It's Sacramento. The original was Benicia, the dome is still there, until there was a toss-up between L.A. and Sacramento. Sacramento won. If you're there, go to Old Sac Town. It's like an old west boardwalk.
