I'm almost 90% sure it means he isnt interested and simply doesnt know how to deal with it, and because he doesnt know what to do he is doing nothing.
If he is VERY shy, it might mean he is in the same situation but DOES like you and doesnt know how to get things moving forward. I think its unlikely though, as you have done all the leg work by making the first move and made it very easy for him.
If he isn't interested, for what its worth, I'm sorry. This dating lark isn't easy.

You have done the right thing by being bold and courageous to ask for what your heart desires. However, it appears he is not keen about you. Any further efforts on your part will likely debase your pride and personality. The ball is already thrown into his court. If he plays it well, fine. If not, forget it, and move ahead.

how long since you tld him? if he's really the shy type perhaps you could sit him down on his own n speak to him like others have said, perhaps he doesnt like you that way n just wants to let you down gently. have you thought he may be gay but not want to out himself yet? if his not giving you an obvious answer is that important sit him down n talk to him, if he's half the bloke you think he is he should do the decent thing n tell you, do it on your own though incase he is the shy type n doesnt want to be embarassed though...some of us blokes are sensetive like that you know

I think it means that he doesn't feel the same way, most guys would be like a rat up a drainpipe if someone said they liked them

maybe he's trying to be sure he feels te same way too, not just taking advantage of the way you have expressed yourself to him.
it may be also that you scared him cos not all guys liked to be the one to be made a move on.
give him time, he may come around shortly. otherwise, you know you gave it your best shot.

just ask him again clearly. say to him "i like u , what u gonna do about it? "
if he still ignores u then leave it. he obviously isnt interested , but u never know he may jus b shy n not wantin to make the irst move . good luck xx

Depends how you told him. If you just casually said to him, "I like you" then he might have thought it was just a throwaway compliment rather than you being interested in him.
