It means that for some reason your attorney can't represent you because of some conflict, e.g. he knows the plaintiff or defendant or he is an attorney for someone or something (e.g. he represents a company) involved in the suit.

If he was a court appointed attorney to begin with, he will be replaced by another attorney who has no conflicts.

Either the public defender had a schedule conflict (as in another court case) or a conflict of interest due to being a friend or relative of the defendant, plaintiff, or judge. The conflict defense panel is just a panel of backup public defenders that can be called upon at a moment's notice.

99% of the time that a Public Defender declares a conflict it is because he or his office is already assigned to a co-defendant and there may be inconsistent defenses. The Conflict Panel is the list of private defense lawyers who are available to represent defendants who are "conflicted out" by the PD. They are paid an hourly rate by the court.

Public Defender probably has a personal relationship or issue involved with someone involved with the case (family member, business dealings, etc.)

A PUBLIC DEFENDER CAN CALL A CONFLICT OF INT REST IN A CASE WHEN HE/SHE BELIEVES THAT THEY WOULD BE BIASED TO THE PARTY,SUCH AS THEY HAVE REPRESENTED THEM ON A DIFFERENT MATTER,THEY HAVE ALSO REPRESENTED THE OTHER PARTY ,OR THEY FEEL THAT YOU ARE NOT TRUTH FULL, HOPE THIS HELPS
