You question is not very clear. Why you require Accessing TWO ISP's connection at the same time. The thing you can configure is if one Fails the other connection can trigger.
Another Thing you can do is to install two different proxy server on single machine with different port and can devide your clients into two different proxys. Obviously you neet to configure two different Proxy to use two different ISP's Account.

I am going to have to make a lot of presumptions here, not only because the question does not supply all details but also because I am assuming Windows here but do not myself use Windows:

1. You use Windows
2. You want to use a computer as the gateway, allowing all others access to internet only through that computer

1. Install a proxy server
2. Bridge your two network connections (right click on one of the connections in network connections folder and choose bridge connections)
3. Install QoS driver in each of the connections, you can do this by right clicking on the connection in network connections folder, then going to properties and adding the service)

I think the above should be sufficient to get you started.

Ok ,first , why would you need a load balancing server ? Now , lets see , you want to use your server has a GATEWAY server right ?? If so , then you need a 8 port switch , then put one cat 5 from the server to the switch then , put the 1 ispt on the WAN port of the switch. After you do this , let the DHCP on the router assing a IP to the server , then , put the computers on the rest of the switch and put then to recive DCHP request , Problems or more info , write please
