I don't use yahoo mail so I don't know about that. But images(gif, jpg, bmp, tif, etc) can't contain viruses.

Even pictures can be a virus today. Not the picture itself, but a false attachment calling itself a picture. You might see "Myhouse.jpg" but the actual code could be "Myhouse.jpg.exe." The .exe would be hidden from your view.
A sure way not to get viruses from friends and relatives, have everyone send Pictures and other attachments "inline" instead of as an attachment. With Yahoo email, you can set the default attachment to "Inline" through the Options menu (usually on the right side just above the email viewing area).
You didn't mention if YOUR antiviruse protection was turned off, or the YAHOO! antivirus was turn off, that is a different story, and one you cannot change. All you can do for the Yahoo antivirus check is to notify Yahoo what is happening.
If it is your antivirus program that is turn off, you may have one of two scenarios. First, someone that used your PC turned it off. Just turn it back on. Second, you have a virus that turned it off.
For the second problem, see if you can go to Nortons or McAfees website. They have an online scanner that can get rid of many viruses that disables antivirus programs on home PC's. Once the virus(es) have been taken down, delete your old antivirus program and reinstall. If your subscription has run out, try the free AVG antivirus program from http://www.grisoft.com which is what I have been using for about 10 years.

I wouldn't open it, I would delete the message and tell them to send you the pic again and see if it comes with the same message. Or you might need an update on your virus protection.
