When I was 15 I barely filled a B cup. But around my 17th birthday I got a great b-day present, I moved up to a c cup. I'm 26 years old now and before I had my baby I was a 38 DD. And I'm not a big girl either. So just give it time. Another thing is, all the women in my family have very small breasts, so I guess I just got lucky. But sometimes when my back is hurting really bad or I can't get the shirt I like because it doesn't fit around my boobs I don't feel that lucky. Well, good luck and don't stress out over it, that's not going to help you.

im a A cup too and have been since i was like 11 or 12, and im 16 now..

I guess it depends on your weight and build and how far into puberty etc some develop later than others
