It really depends on the reason why. If they were doing something else like school no. However, if they were sponging off of some one else it is pretty lazy.
Good LUCK!

Yes.
Even a full time university student can work, if not during study time definitely in the summer break.
My daughter just finished 5 years of university and now is working full time. During every break in that 5 years she worked around 60+hours a week cleaning hotel rooms and working in a laundry. Her last 2 years at university while doing her masters degree she worked about 20 hours a week doing home care - the maximum she was allowed to earn while on a student allowance. She took her first sick day ever this winter when she had the flu.
If someone has not worked till they were 20 they should have a damned good reason like serious illness or disability.
Heck, even my disabled friends work so thats not a real excuse either.

Did they have a lot of study in the meantime? Did they do most of the housework around the house? Did they play sports up until this time? Did they spend time with their little brothers and sisters in their spare time?? If the answers to these are no up until the age of 20 I would say YES YES YES SO LAZY!

No, and I would consider anyone who considered that person lazy, . . . . . . . . to be crazy.
One does not draw intelligent conclusions based on no more information than is provided within your question.
However, one can draw intelligent conclusions regarding individuals that draw conclusions without the required adequate information.
It is referred to as an assumed conclusion by default.
Good question,

Diligently studying and preparing for a career or watching TV?

No, not at all! It all depends on the situation. May be a person have different PLANS, altogether and is preparing for his / her competitive exams or pursuing studies at higher level. However,
if YES, by any chance that is certainly bad!
or unlucky.............................................
