To get Scandisk to run on startup you must schedule it and then successfully close down the operating system and restart.
In Explore, select Properties of your C drive and then Tools.
Choose the Scan Drive for Errors option. XP will pop up a note that if you desire, a scandisk will be scheduled for the next startup. Select "yes" and then do a normal shutdown/restart.
That should take care of it.

If I understand your question, you are doing a forced shutdown by using the power button rather than using the preferred "start > shutdown" sequence. And you're wondering why your Windows XP doesn't do the emergency scan disk the next time you turn the computer on.

By using the power button and forcing a shutdown, some files might become damaged because you're not allowing the registry to be properly configured for the next startup. Any of the Windows XP files could become damaged, including the files that control the scan disk. That's why it's strongly recommended you use the start > shutdown sequence, or the Ctrl+Alt+Del to access task manager before using the forced shutdown method.

If you have your XP install disk, you can do a system file check to see if you have any damaged (or even missing) system files. Click start > run > type in "sfc /scannow" > OK (no quotes and note the space between sfc and /scannow.) If necessary, you'll be prompted to insert the install disk and files will be repaired or replaced as needed. The scan could take over an hour. If you're never prompted to insert the disk, consider yourself lucky. Apparently XP didn't need to do the emergency scan disk. But from now on I'd recommend you don't do the forced shutdown any more (if that's what your question was referring to.)

That is not the way to initiate scandisk.
If you want to run scandisk on your computer, then open my computers where you see the disk partitions.
right click on a partition, say C,
then select properties from the popup menu.
Click on Tools panel.
Under Error checking click the button "check now"
Select both the check disk options.
Click on start.
The computer will display a message that it can not run scandisk now, and it will schedule it at next startup. Press ok.

Now repeat the above procedure to schedule scandisk for other partitions.

Now reboot the computer. Scandisk will automatically check all tha disks you have scheduled.

start ypour pc ,double click my computer, right click drive c, properties,tools,error checking.check both boxes,click check now,it gives the dialouge about ccehcking on next restart click ok and restart
option 2 pop your xp disc in start the pc use the r option and when it comes up type in chkdsk /r
option 3 pull your harddrive go to annother pc unplug the cd rom from it then connect your hdd on those cables start the computer ignore the new hardware found must restart, double clic my computer yours will be the d drive then do the same thing as the first option sometimes you need to restart others it will check from there
