areas boys (boys in the streets) how can we control or stop them? (They refused to be trained)?

I am talking about some boys / few girls of course, that run away from homes and refused to go to school or learn a trade, instead, they roam the streets, pick pockets, steal little things around.

bring back nation service! if not why dont you think about opening a club for them ie football or something else like that they are just bored they probably are lovely boys
