Why would you need it? People with disabilities would use a screen reader so they wouldn't need you to do it for them, you could design your webpage to be more screen reader friendly by adding tags and attributes that defines how the sound should be like, how the paragraph/table is read, what should and shouldn't be read, etc.

If you want to implement a pronunciation helper, like online dictionaries, just use a prerecorded sound. Embedding a prerecorded sound is easy.

The actual answer to your question is You can't. If they want their text to be read, they'll have to use a screen reader, you can't implement a screen reader software to webpages.
