If the chatroom is a java program, you can chat inside the browser. Well that's a bit cheating since you actually download the java code to the computer, but the downloading is done in the background and automatically by the browser, and most regular computer users won't notice that they're actually download it first. Really, it is impossible to chat without downloading anything (in a sense).

2) Java IRC chat client, which you'd need to configure to point to an existing free IRC server (there are a lot of them, and most allows you to create a new channel freely).

You can google for a free client for those kind of program.
