it's a south indian dish tht u make out of rice and udid daal, the mixture is left soaking for 5-6 yrs, then ground and left aside for some hrs so tht ir rises up then u cook it

To "sit idily by" is an expression which means to observe & take no action.
I think "idily" would mean "while doing nothing" in other words being "idle"
